Fourthly the present Russian Consul-General in Mukden came and settled with us a part of the problems then under negotiation. Without the Russo-Mukdenese Agreement, the Sing -Russian Agreement would not have been brought about, and China would not have recognised Soviet Russia. But Soviet Russia has abused the Agreement by recklessly using Bolshevik propaganda with a view to causing disturbances in our country and in fact she has not paid the least attention to the friendship which she should maintain with us. Our raid of the Russian Legation in Peking was carried out only after
we had tolerated them until we could tolerate them no more.
The Ministers of various Powers also realized the wicked and
drastic measures Soviet Russia had adopted to prejudice the peace of the world, and actually acceded to China's demand to send troops and police to arrest the Chinese Communists in the Russian Legation. This was the first memorable occasion, since the Boxer trouble in the Kang Tez year (1901) on which China has been able to exercise her functions in
the Tung Kiao Min Lane. This also shows that not only has China hated Soviet Russia but also all the Powers in the world. The withdrawal of the Russian Ambassador is only a question of the prestige of the Russian Government itself. Our action was intolerably prejudicial to the "face" of Russia, and they spontaneously withdraw their embassy. The diplomatic relations between China and Russia have not yet in reality been broken down. For if Russia wants to sever relations with China, she would not still have left a Consul General in her Legation in Peking. Further our Government h has done had in its hands proofs of the work Russia has done to destroy the peace of China, and what face have they now to make armed protest? Therefore Soviet Russia is now
conciliatory
